“Parental Rights” Legislation (H 5688, H 5739, H 5859)

We strongly opposed a package of bills purporting to enhance parental consent and involvement in their minor’s academic interests, but which instead sought to dictate curricular and educational decisions in ways that are censorious and contrary to fundamental pedagogical principles.

“Mandatory Reporting” Failure Penalties (H 5358, S 814)

We opposed legislation that would have made it a felony for teachers, coaches, or any other person in a “position of authority” to fail to report child abuse or neglect.

Statute of Limitations Removal for Child Abuse (H 5510, S 817)

Though we appreciated the intentions behind this legislation, which would have eliminated the statute of limitations for filing civil suits alleging sexual abuse, we opposed the bill.

Creation of Crime of “Menacing” (H 5895, S 686)

We opposed this bill which would have created a crime of “menacing,” which would make criminal a wide variety of hyperbolic comments regularly expressed by people in the heat of the moment.

Affirmative Defense to Crime of Obscenity (H 6066)

We strongly supported this legislation which would have further protected literature with “educational and governmental” value, as well as materials in a “bona fide school, museum, or public library.”

Professional Licensure for Immigrants (H 5534)

We strongly supported this bill which would not require proof of lawful presence in the United States to obtain a professional or occupational license.

Car Decals for Individuals with Autism (H 5503, S 433)

Though we were very sensitive to the intentions behind this bill, which would have established a voluntary program by which individuals with autism could receive a specially marked driver’s license and a car decal indicating that they have autism, we opposed this legislation.

“Second Chance” for Juvenile Offenders (S 376)

We strongly supported legislation which would have required that juveniles sentenced to long prison sentences as adults be reviewed by the parole board no later than fifteen years into their sentence.
