The ACLU of Rhode Island issued the following statement in regard to today’s vote by the Rhode Island Ethics Commission to place a moratorium on the filing of complaints:

When the sun rose and the gavel came down at 6am on Saturday morning, June 18th, the ACLU of Rhode Island was still at the State House, monitoring important civil liberties legislation until the very last moments of the session. We will provide a more detailed review of the legislative session, along with a 2015-2016 voting scorecard, in our next newsletter (look for it in August), and you can check out an expanded list of some of the legislation we monitored last year here. For now, here are some of the highlights - and the lows - of the 2016 General Assembly session.

Below are brief statements from five media and free speech organizations, including the Rhode Island Press Association, expressing thanks to Governor Gina Raimondo for vetoing a so-called “revenge porn” bill that would have had a chilling effect on free speech rights.

First Amendment and freedom of press advocates wrote to Rhode Island Gov. Gina Raimondo this week urging her to veto recently passed “revenge porn” legislation that although well-intended could impede legitimate newsgathering and chill protected speech.

Responding to the threat of a lawsuit by the ACLU of Rhode Island, the Town of Johnston has indicated that it will halt enforcement of an anti-panhandling ordinance banning “aggressive begging.”  In doing so, the town joins the cities of Providence and Cranston in backing down from enforcement of these unconstitutional ordinances.

In an important victory against the criminalization of poverty, the ACLU of Rhode Island today announced the favorable settlement of a lawsuit filed last year against the City of Cranston, challenging a city ordinance barring the solicitation of donations from motorists. In a consent judgment entered in federal court today, the City acknowledged that the ordinance violated the free speech rights of Michael Monteiro, who is disabled and supplements his disability payments by soliciting charitable donations.

The ACLU of Rhode Island today issued the following statement in regard to the Supreme Court’s ruling in The Providence Journal Company et al. v. The RI Dept. of Public Safety:

Addressing a brazen attempt to chill freedom of speech, the American Civil Liberties Union of Rhode Island today announced it has agreed to provide legal representation to the Warwick Post and the Warwick Beacon, both of which have been threatened with a defamation suit if they write stories about the contents of a public document. 

In a major step towards reducing the criminalization of the poor in Rhode Island, the City of Providence has advised the American Civil Liberties Union of Rhode Island that it would halt enforcement of an anti-panhandling ordinance that has led to the harassment and arrest of homeless individuals. The ACLU had called for this action in a letter delivered to Mayor Jorge Elorza two weeks ago, in which it pointed out the ordinance's dubious constitutionality and its impact on the rights of the poor and the homeless.
