Perennial legislation, drafted by the ACLU, sought to reform a number of Rhode Island’s practices in relation to elections. In order to ensure that every vote is counted and that the process is done in an open and transparent manner, the bill hoped to increase the number of provisional ballots counted, subject the Board of Elections to the Administrative Procedures Act, and clearly permit the activities of polling place monitors on election day. Although election reform is even more critical in light of the new voter ID process, the bill failed to move out of committee. Read our written testimony here.
