Quick ACLU action led to the demise of a seemingly innocuous resolution establishing a commission to study reinstatement of the death penalty in Rhode Island. The resolution was introduced after the fatal shooting of Providence police detective James Allen in April. In contrast to normal procedure, the bill was placed directly on the House calendar for a vote, but the Affiliate succeeded in having the bill sent to committee, where it was not heard from again.
