The tremendous harm that juveniles can face being placed into what is effectively a prison environment is evident. We supported legislation which would have generally prohibited the detention of a juvenile under the age of 12 at the Rhode Island Training School, ensuring that youthful offenders do not have to inappropriately handle the psychological consequences from being placed in a jail setting.
