The ACLU provided testimony to the House Judiciary committee in February against legislation criminalizing the transmission of HIV in certain circumstances. Among other concerns, the ACLU testified that criminalizing the knowing transition of HIV could lead to fewer people being tested, in part because the legislation criminalizes the transmission of HIV through sexual intercourse even if the person did not intend for the transmission of the illness. Neither bill moved out of committee.
